古城區(qū)關(guān)于開展打通消防“生命通道”專項整治行動的通告

為深刻吸取近年來因消防“生命通道”被占用、堵塞導(dǎo)致造成人員傷亡事故教訓(xùn)，根據(jù)云南省消防安全治本攻堅三年行動提出的深化打通消防“生命通道”工作要求，即日起決定在城市建成區(qū)范圍內(nèi)開展打通消防“生命通道”行動，現(xiàn)將有關(guān)要求通告如下:

一、整治時間

2024年6月21日起。

二、整治范圍

城市建成區(qū)主次干道、商業(yè)大街、背街小巷、農(nóng)集貿(mào)市場、醫(yī)院、商場超市、居住小區(qū)。

三、整治重點

（一）妨礙消防車通行。消防車通道違規(guī)停放的機(jī)動車輛。

（二）電動自行車違規(guī)充電或停放。在公共門廳、疏散走道、樓梯間、安全出口、住宅樓內(nèi)以及人員居住的場所，違規(guī)停放電動自行車、充電，以及“飛線充電”“進(jìn)樓入戶”等違規(guī)行為。

四、整治要求

對占用、堵塞、封閉疏散通道、安全出口和消防車通道，障礙物的行為，麗江市古城區(qū)消防救援大隊、古城區(qū)公安分局交通警察大隊將依法依規(guī)從嚴(yán)查處。行動過程中，對拒不改正的，依法組織強(qiáng)制清除或拆除；對阻礙工作人員依法執(zhí)行公務(wù)的，依法移送公安機(jī)關(guān)查處。同時，將充分發(fā)揮媒體宣傳和輿論引導(dǎo)作用，公開曝光典型違法行為。

此通告宣布古城區(qū)將開展打通消防“生命通道”專項整治行動。整治時間為2024年6月21日起，范圍包括城市建成區(qū)的主次干道、商業(yè)大街、背街小巷、農(nóng)集貿(mào)市場、醫(yī)院、商場超市和居住小區(qū)。整治重點是解決消防車通道違規(guī)停放的機(jī)動車輛問題，以及電動自行車在公共場所違規(guī)充電或停放的問題。對占用、堵塞、封閉疏散通道、安全出口和消防車通道的行為將嚴(yán)格依法依規(guī)進(jìn)行查處，拒不改正的將強(qiáng)制清除或拆除，阻礙執(zhí)法人員的將移送公安機(jī)關(guān)查處。同時，將通過媒體宣傳和公開曝光典型違法行為來引導(dǎo)輿論。

The Announcement on Launching the Special Rectification Action of Opening up Fire "Life Channels" in the Ancient City District

In order to deeply learn from the lessons of accidents caused by occupation and blockage of fire "life channels" in recent years, and in accordance with the requirements of the three-year action plan for fundamental improvement of fire safety in Yunnan Province, it is hereby decided to launch the action of opening up fire "life channels" within the urban built-up area of the Ancient City District. The relevant requirements are announced as follows:

1. Rectification Period:

Starting from June 21, 2024.

2. Rectification Scope:

Main and secondary roads in the urban built-up area, commercial streets, back alleys, agricultural marketplaces, hospitals, shopping malls, supermarkets, residential communities.

3. Key Rectification Points:

(1) Obstruction of fire truck passage: Motor vehicles parked in violation of regulations in fire truck passages.

(2) Violations of electric bicycle charging or parking: Electric bicycles parked or charged in public lobbies, evacuation walkways, stairwells, safety exits, residential buildings, as well as violations such as "flying line charging" and "entering buildings and households".

4. Rectification Requirements:

The Lijiang Ancient City District Fire Rescue Brigade and the Traffic Police Brigade of the Lijiang Public Security Bureau will strictly investigate and punish those who occupy, block, and seal evacuation passages, safety exits, and fire truck passages in accordance with laws and regulations. During the action, for those who refuse to rectify, mandatory removal or demolition will be carried out in accordance with the law; for those who obstruct the performance of official duties by personnel, they will be transferred to the public security organs for investigation and punishment in accordance with the law. At the same time, we will fully play the role of media publicity and public opinion guidance, and expose typical illegal behaviors publicly.
